How will it do this?

There are four stages in this programme.
1. Vehicle manufacturers will require their tier 1 suppliers demonstrate compliance with the requirements of TS 16949.
2. Suppliers may need to change the way they manage their automotive operations to meet the requirements of TS 16949
3. The supplier's QMS will need to be assessed by an IATF accredited registrar and found compliant with all applicable requirements
4. The supplier will need to maintain certification for as long as it chooses to supply automotive parts to IATF members.

Why are the Standards so Important?

Standards help ensure that everyone no matter where in the world they are communicating, they are speaking the same business language. Many companies require their suppliers to become registered to ISO 9001 and because of this, registered company’s find that their market opportunities have increased. In addition, a company's compliance with ISO 9001 insures that it has a sound quality management system, and that's good business. Registered companies have had dramatic reductions in customer complaints, significant reductions in operating costs and increased demand for their products and services. Many industrial companies require registration by their own suppliers.

Where did ISO/TS 16949 come from?

Beginning in 1994 with the successful launch of QS 9000 by DaimlerChrysler, Ford and GM, the Automotive OEM's recognized the increased value that could be derived from an independent quality system registration scheme and the efficiencies that could be realized in the supply chain by communizing system requirements. In 1996, the success of these efforts led to a move towards the development of a globally accepted and harmonized quality management system requirements document. From this, the International Automotive Task Force (IATF) was formed to lead the development effort.

Who is the INTERNATIONAL AUTOMOTIVE TASK FORCE (IATF)?

The IATF is an "ad hoc" group of automotive manufacturers and their respective trade associations, formed to provide improved quality products to automotive customers worldwide. IATF members include the following vehicle manufacturers: BMW, DaimlerChrysler, Fiat, Ford Motor Company, General Motors (including Opel Vauxhall), PSA Peugeot-Citroen, Renault SA, Volkswagen and their respective trade associations - AIAG (U.S.), ANFIA (Italy), FIEV (France), SMMT (U.K.) AND VDA (Germany).

We are facing some difficulties during preparation of ISO/TS16949.

  • We considered how to reduce Designers involvement in the audit because the certification was including design processes. Finally designer was not involved in KETM audit due to HQ as been achieved to get the ISO/TS 16949 certification before KETM.
  • Why KETM needs to get ISO/TS 16949 and yet KETM is not OEM factory? If we can get the ISO/TS 16949 certificate, it is one of the motivations for us and KETM can produce many OEM model too.
  • Difficulties to arrange training for the participant member and because the member was busy on their current job. We delayed to prepare the document by targeted date. but finally we achieved the target.

Any tier supplier to these manufacturers can adopt and apply the ISO/TS 16949 standard if they meet the described part production or services applicability requirements.

About the ISO/TS 16949:2002 Specification

ISO/TS 16949:2002 is a technical specification that, in conjunction with ISO 9001:2000, defines the quality management system requirements for the design and development, production and, when relevant, installation and service of automotive-related products.

Will ISO/TS16949 be revised to align with ISO 9001:2000?

IATF have integrated ISO/TS16949 with ISO 9001:2000. The document has now been published which fits in with the defined 3 year life of ISO/TS16949. IATF are also developing a revised QSA Checklist, revised Scheme Rules and a new Guidance Document for ISO/TS16949:2002, which will include examples and automotive clarifications, but will be non-auditable. All documents are expected to be available by the end of March 2002.
Assessments to ISO/TS16949:2002 will be available from quarter 2, 2002, following the formal issue of the documents. This is subject to availability of 3rd party assessor training. Clients who are certified to ISO/TS16949:1999 will be given until the end of 2003 to upgrade their certification to ISO/TS16949:2002.

Key requirements of ISO/TS 16949:2002

ISO/TS 16949:2002 focuses on an organization’s ability to realize its stated goals as well as achieve customer satisfaction by delivering conforming parts on time to customer specification at acceptable cost. ISO/TS 16949:2002 concentrates on the effective linkages in the company's business plan, quality policy, quality objectives and measures. The standard specifies how objectives can be achieved and deployed throughout the organization.

ISO/TS 16949 vs. national standards

For, ISO/TS 16949 is an option for suppliers along with QS-9000 and VDA 6.1. It can be used in place of the national standards. The general trend seems to be a move away from national standards to the international ISO/TS 16949 standard, although not all national schemes have set formal transition deadlines. The Big 3 in the United States - DaimlerChrysler, General Motors and Ford - are phasing out QS-9000, making ISO/TS 16949 the mandatory requirement (December 2006).

Who is TS 16949 applicable to?

The standard is applicable to any organisation that manufactures components, assemblies and parts for supply to the automotive industry.

What about the standards.

ISO/TS 16949 is the result of a phased-in industry approach to developing a single standard for the entire automotive supply chain, including design/development, production, installation and servicing of automotive components. Developed by the IATF for global recognition, it has become a mandatory set of requirements for many automotive OEMs in North America and Europe.
This standard recognizes the uniqueness of every automotive supplier's process, while providing critical tools to help your company better meet customer-specific requirements. Rather than using the "element" or checklist method of the QS-9000 standard, ISO/TS 16949 is based on the process approach.

What are the key benefits?

  • Help retain current automotive customers and gain new ones by meeting industry specific requirements.
  • Streamlined processes and procedures lead to product quality improvements.
  • Demonstrating commitment to quality improves customer perception of the organization, helping you retain current customers and attract new ones.

Internal auditor training.

Internal process and system auditing, when performed correctly, is one of the most valuable tools an organization has to:

  • Find process and system weaknesses, eventually (or currently) leading to financial loss
  • Ensure compliance to regulations
  • Identify opportunities for improving the business.

Internal auditing is a key part of the system engine that enables a management system to be self-sustaining and self-correcting. While simple in theory, good internal auditors require effective training in using the process approach, experience and support from top management. Our classes provide them with two out of three, and show them how to help top management supply the third!

Who is authorized to carry out certification of organizations to TS 1949:2002?

The IATF has developed its own unique and proprietary processes and requirements for registering organizations to TS 16949, as well as for Certification Bodies (CB) and CB auditors. Subscribing IATF automotive OEM companies will only recognize and accept a TS 16949 certification which has been conducted using the prescribed registration process (ask your CB for these rules), and conducted by CB’s that have been qualified and contracted by the IATF or its regional offices such as the IAOB in Detroit.
Certification to TS 16949 by an IATF qualified registrar is required before such a certificate can show the IATF mark and indicate IATF recognition. The IATF require all qualified CB’s to assure that TS16949:2002 (TS-2) registrants meet the following applicability requirements:
1. The organization seeking TS 16949 certification must meet the TS 16949 definition of supplier applicability. See applicability above.
2. Any tier may be certified if it has a direct customer (or potential customer) that requires either compliance or 3rd party registration to TS16949 and
3. Evidence of being a potential supplier to a customer requiring TS16949 could include an RFQ issued to it, or the supplier being on the bid list of the TS16949 IATF subscribing customer.

Value of Certification

Vehicle Type Approval - Most countries mandate a set of environmental and safety standards, often referred to as type approval. No matter how good your product is, without the proper certification, access to potentially lucrative markets is impossible.
Management Systems Certification - The concept of quality is nothing new but the truly successful companies have a concept of continuous improvement at the heart of their business. Effective management systems can reduce costs, improve operational efficiency, and customer retention and also provides a visible sign of your commitment to quality.

History and Background of ISO/TS 16949

Quality systems have been deployed in the automotive industry for many years. The component suppliers were the first to adopt BS 5750, which became the foundation of the internationally recognized ISO 9000 series of Quality Management System standards. There was still however a general feeling that since ISO 9000 was non-automotive specific; it did not really meet all the requirements. This led to the development of automotive sector based variants. In the USA, Ford, General Motors and Chrysler developed QS-9000, which harmonized their supplier quality system requirements in a single document. At the same time, in France, Germany and Italy, similar quality system requirements were developed (EAQF, VDA6.1, and AVSQ respectively). This meant that automotive suppliers and those servicing multiple vehicle manufacturers had to comply with differing Quality System Requirements, but all with the same intent. There grew a collective goal to harmonize automotive quality system requirements. As a start, the International Automotive Task Force (IATF) was established. The IATF had representatives from almost all major European and North American vehicle manufacturers, suppliers and automotive trade associations.
